In response to the “both sides of Taiwan Strait should recognize sovereignty mutually ” said by Minister Chiu Tai-San of the R.O.C. Mainland Affairs Council, the KMT emphasized that the statement is unconstitutional and illegal and cannot be endorsed.
The KMT thinks that the issues about the scope of national sovereignty and territory, the status quo of cross-strait relations, and future efforts are all clearly defined in the R.O.C Constitution and its additional articles. The Act Governing Relations between the People of the Taiwan Area and the Mainland Area also regulates affairs cross-strait on this basis.
The DPP as the ruling party of the Republic of China and the Mainland Affairs Council as the authority in charge of cross-strait policies naturally have the responsibility to maintain the stability of the constitutional order and the obligation to govern by the Constitution. The proposal of Minister Chiu is in fact unconstitutional, and it also impacts the tacit political and communication basis of cross-strait relations, making it much more difficult to resume communications and negotiations.
The KMT emphasized that although the speech Minister Chiu made in the Legislative Yuan yesterday can be understood, his supplementary speech has actually erased goodwill and is not helpful to the cross-strait relations.
If the Mainland Affairs Council really wants to improve the cross-strait relations, then the most pragmatic and feasible way is to support the existing constitutional system and regulations, return to the established basis of cross-strait dialogue, and maintain peaceful and stable cross-strait relations as much as possible.
